Wizards can get by with low hitpoints, but spell points is definitely a must to have and be maxed out, it possible. Take all the feats and enhancements that increases spell points and take metamagic feats to increase the damage of your spells.
Be on the lookout for Spell point items such as the Crimson Stone (+50 spell points); Pearl of Power X (+100 spell points), Magi item (+100 spell points), Wizardry VI (+150 spell points), Skriver (+150 spell points), and crafted items. Wizards are also known to be party buffers, so you need to have lots of spell points to do that. Just make sure you leave some for damaging spells.
Also, make sure you have Spell Penetration and Potency Items. The higher the suffix (Ex. Superior Potency VI), the better. if you are specializing on fire, ice, acid, or electrical spells, get the appropriate Lore items so that you can critical hit more.
As for Intelligence, you need to increase this ability every time you are given the chance to increase it. Get items that give +6. The higher your Intelligence, the more powerful your spells are.
Don't worry too much about having low hit points. Most casters in the game have less than 200 hitpoints. Just make sure that if you are between 150 to 200 hitpoints, it's better to have a good Armor Class (AC) and cast buffs that make you less prone to attacks and damage. Make sure you have blur, displacement, stoneskin, haste, jump, bark skin, and all the necessary resistances depending on the quest you are in.
If you can get a greater false life item or robe, then you will be alright. Also, you need to get some fearsome robes and deathblock robes. They surely can be lifesavers in some quests. Bring plenty of cure serious potions because you will need them. You can't expect the clerics to focus healing on you alone.
